Most of the soldiers in this image are very clearly in a lighter color uniform than was normal for Federal troops. It would appear that these "soldiers...  upon the sidewalk" may be rebel prisoners.  Also, note the very short, and, likely, young, individual in the center and the guard on the left side of the photo.
